"Peter and John prayed for the believers in Samaria to receive the Holy Spirit, as they had only been baptized in the name of Jesus and had not yet experienced the Spirit as the apostles had at Pentecost; Peter and john laid their hands on the believers, and they received the Holy Spirit" (Acts 8:15-17)
Confirmation equips the baptized individual for active participation in their Catholic faith. It is not a "completion", but a new beginning in ones faith journey. When an individual chooses to be confirmed, they are starting a new role as a member of the Body of Christ.
